Has there been a data breach at HMRC?

A privacy watchdog is alleging HMRC collected 5.1m taxpayers voice IDs without their consent.
Big Brother Watch (BBW) is unhappy that HMRC requires callers to repeat the phrase: “My voice is my password” to gain access to certain services.
Where, asks BBW, was the choice to opt in or out? The worry is that millions of taxpayers’ voiceprints may have been shared with other government departments.
Big Brother Watch’s Silkie Carl, said: “Taxpayers are being railroaded into a mass ID scheme that is incredibly disturbing. The tax man is building Big Brother Britain by imposing biometric ID cards on the public by the back door.”
The Information Commissioner’s Office is now investigating the issue.
